Yu-Gi-Oh! OCG: "Heretic Eradicator" from IMMORTAL PHOENIX negates a Special Summon from the hand

The official OCG account has revealed IMPH-JP021, a new card from IMMORTAL PHOENIX (out in Japan on October 31). YGOrganization translates it as "Heretic Eradicator", noting that this is the reading given by the furigana: the characters of the name mean something closer to "eradicator of calamities". There is no official English name yet.

It is a Level 7 EARTH Warrior Effect Monster with 2700 ATK and 400 DEF. From the hand it can negate the Special Summon of a single opposing monster, destroy it and Special Summon itself, but only if the opponent has at least four monsters that cannot be Normal Summoned across their field, Graveyard and banished cards. If its owner controls no monsters, the effect and its activation cannot be negated.

Once on the field it can be sent to the Graveyard to halve the ATK of one monster. Each effect can be used once per turn.
